La formulation "la Reine du chef du Canada" est syntaxiquement correcte, dans la mesure où elle respecte les règles de grammaire du français, et est la formulation officielle qui apparaît dans l'immense majorité des documents fédéraux :

Il s'agit vraisemblablement d'une formulation archaïque apparentée à l'expression "faire quelque chose de son propre chef".

TERMIUM pense que la formulation est critiquable, car son origine est incertaine, et recommandait "la Reine aux droits du Canada", mais cette recommandation n'a pas été suivie.
