I want to record a voice message on the computer to send via Outlook to my grand child. How do I do that?

Simplest way to record and send SHORT sound message - is just to record your message via standard Windows tool Sound Recorder: Start | Programms | Standard | Sound Recorder in the form of *.wav file. Sure, you need microphone plugged to your sound card.

Then just drag-and-drop created .wav-file into your letter in Outlook Express.
