I am a translator and I will relocate to Germany. I need some information about the best liability insurance agencies and if I have to buy it trough a translator's association like it is here in the US with ATA.

You don't have to buy it through a professional association. You're likely to get a much better deal if you do, though. I switched last year from my previous insurer to the scheme available to ITI members because of its much better value for money.
