Are low rates a bad sign?

Hello everybody,
I wanted to ask you about your impression as
translators regarding low rates.
Is this always a negative aspect?
I have started working as a translator since last year, I had different work experiences so I do't want to charge clients high rates nor I would like to be badly paid. What do you think it will be a reasonable rate for English-Italian/ German-Italian translation?
