Tax - US and Italy

This year I subcontracted some work from an Italian colleague (with VAT number).
I am subject to US taxation, and my payments to a subcontractor are therefore deductible as business expenses. I would normally issue a 1099 for a US resident, but what should I do since my colleague is in Italy?
