Help needed with Japanese encoding

I received an email from a Japanese friend.
However,I couldn't read it. It contained
a lot of question mark signs. The Romaji
and the numbers were readable. I tried
all the encoding systems in my browser
(Opera) (SJIS,Auto detect,EUC-JP,ISO 2022-JP)
but without success.

Is there a way to read this mail?

Are there any Japanese sites where
you can convert one form of encoding
to another?
