Where is the "Vote PRO/Non-PRO" button?

I apologize if this has recently been asked, but searching this forum and the greater ProZ site didn't answer the question for me.

When I visit KudoZ questions in my language pair, I don't see the voting button, though if others have voted for reclassification, I do see "N people have voted" information at the bottom of the page.

Where should I see the voting button, and why don't I see it?

I've a feeling this may have to do with how many KudoZ points you've accumulated - I'm pretty sure this was the case with the ability to Edit questions (with regard to language pairs), because I remember not being able to, and then the situation changing.

But let's see if a moderator can clarify for us.

it's parallel with the "Answer" button, alongside other functions like "Post reference". As Noni says, I think it has something to do with "status" too.

I think it's best to leave out using the non-pro button unless the query is absolutely 100% basic. I got quite annoyed the other day when one of my own, which was really a brainstorming request, was voted non-pro. The meaning of the term was obvious, but I was looking for suggestion to make it flow better in English.
The non-pro votes in this case made me feel like resentful, as I perceived them as insinuating I might be some sort of halfwit simply for wanting to compare opinions with other colleagues.

PS: I frequently see (saw one yesterday, in fact) what would look like very simple queries were they to come from a native speaker, but which could easily stump non-natives biting off more than they can chew. I think in these cases, what we need is a "Stick to the day job" button....
