Query re. New Zealand English usage

Hello,
can anyone tell me if in New Zealand there is a difference between "towns" and "cities" as in British English, or if "cities" is used in most cases (as in the US, I believe)? More specifically, would it be correct in New Zealand to describe a place with 5000 or so inhabitants as a city?
