How bad is it to translate a writer's works and distribute them without their permission? I personally find it quite frustrating that I cannot distribute translations I have done from the books in my collection, because there is no easy way of contacting the authors and getting a reply...

There are art/literary questions in Proz... Is it possible some of these are 'pirated' texts (like the Harry Potter books)? What do Prozlers think about this? Does Proz have a view?

I guess, if you translate Harry Potter just to read it for your kids - no big deal. If you however plan to sell your translation, then doing it without permission and without sharing profits with the author is simply a theft recognised as such by international law.
Wouldn’t you be frustrated if someone was selling *your* translation? Or published it under his/her name?
One way of establishing contact with the author is through the publisher of original work, things get complicated though if it is not existing anymore or it’s an underground operation. But usually publishing people are easier to find then we expect

Translating is not a crime neither is asking a question. Violating the copyright law – is.
