Custom segmentation/alignment for large file?

I need help to produce a quote for a very large (over 3,000 pages) text file of all the UI strings for a computer security program. Besides the large size, I'm facing three problems:

- There's reference code that should remain untouched
- The target language (French) appears under the source language (English)
- Some segments are already translated

I've pasted a sample of the text at the bottom of this post.

So I'm looking for an efficient way to do the following before I'm even able to evaluate the scope of the work:

- Isolate the translatable segments
- Align the existing translations
- When there is no translation, copy the source into the target

I mainly use memoQ, but I also have access to Trados Studio 2009 (which I think includes Passolo, but I've never used it).

I would appreciate any help or guidance regarding tools or techniques I could use to accomplish this.
