Setting up a bank account in Europe as a non-resident

I'd like to know if any fellow US translators (or non-Europe translators) have been able to set up bank accounts in Europe. If so, how did you go about it? Did you have to travel to do it, etc. etc.
At least around my area (DC/VA), fees for international transactions are downright extortionary (and the service is not very good or knowledgeable), so I would also appreciate any information on US banks that are good at handling this sort of thing.
