Do you have any experience of charging per line for medical transcriptions?

I have a client who wants me to quote a decent rate but "per line." I normally charge by the minute, but not per line... it can be very deceitful (people can speak a million a minute or very, very slow). Any ideas??? EXPERIENCE??

I am sure the client is from India... don't they work for peanuts anyways?? Has anybody worked on medical transcriptions and charged per line?

If you can help me, I will dance for you!
