Very nice explanation, Andy! Just to expand a little bit more on what Andy already said, it is a very "special" kind of specialization, by rate, not by subject matter. In this type of specialization, translators take texts in any subject, be it medicine, technology, taxation, law, mathematics, architecture, auditing, psychology, anthropology, etc., as long as it is in their "1 cent niche", as Andy explained, and they refuse any jobs outside their niche, i.e., jobs that pay over 1 cent/word. This kind of specialized professionals are most beloved and preferred by translation agencies who prefer this type of linguists, therefore, their survival is ensured, for as long as they remain within their very special niche, and never dare to venture outside of it.

They may be seeking a student who wants to practice translation. On the other hand, this may be an inexperienced outsourcer. I think that is the assumption being made by many on this thread. If this be the case, may the outsourcer learn quickly before he/she does some damage to our profession. | |

Since there's no mentioning of priority on quality nor opportunities for students like Edward pointed out, a machine translation would be the best solution for this kind of job. The problem is not the offer, the problem is that there are translators who work for such rates. I'd like to know how much translators really work for such rates and where they are located. I can imagine that a poor paid English and German teacher in a low-wage country might take the opportunity and earn additional $ 15 a day with such jobs.
