That Bill has been pending in New York State for quite some time. At least over a year.

Although I live in NY State, I don't know if it would help with out-of-state customers.

When I was a kid, I thought every problem could be solved by adding to the stockpile of laws and regulations.

"It ain't like that."

Especially when you consider how freelancers who support this bill are shooting themselves in the foot. Anyone here actually read it, or just watched this stupid commercial advertising a state senator?

This bill, among other things:

- puts the Labour Commisioner between you and your client, arguing that you're something of an employee,
- sets payment terms for you - if your client pays excellent money but is unable or unwilling to make the statutory deadline, instead of risking dispute with the Labour Commisioner he'll go elsewhere,
- forces the client to have a written contract with you, which means that many (often well-paid) rush jobs are gone forever,
- forces the client to keep records of your contract for six years.

Why not decide that the minimum rate for freelance work is the equivalent of $100 an hour and make sure that freelancers are kicked out of the market altogether by firms that have in-house people...

In NY State, a contract does not need to be written. An oral contract is still a contract.
