are charges for travel time considered to be an income, and therefore taxable?

All income is taxable.

Just a note for others in other countries May 30, 2012

This is not necessarily the case everywhere. When I "did my bit" for a charitable concern in France, they paid either (a) a small hourly rate or (b) travel expenses only. I checked with the tax office who said that (a) would be taxable but (b) wouldn't be. It would simply be seen as a refund of expenses incurred. In fact, they weren't interested in knowing anything about the job and advised me to opt for (b)!

I imagine it has a lot to do with the way it's worded, as well as where you are.

U.S. answer May 30, 2012

In the U.S. as in the U.K., income is income - however... you can count mileage/travel costs as expenses against your income so that, in theory, you will end up close to neutral.

2 different things May 30, 2012

As others have explained you have: 1) the income from travelling time, which is income like any other and taxable 2) expenses incurred in making that journey, which you either off-set against your income or are refunded by your client but are not taxable income.
