Has any group of translators ever gone after an agency and tried to collect outstanding invoices? I am wondering if doing some research in the agency's country would find a bankruptcy appeal and a claim can be made and at least the translators, working in conjunction, would at least get a portion of their money.

In general, if a company is declared bankrupt, this is because there's no money for creditors. The assets will be sold (if any, which is not always so, especially in case of mailbox agencies), then social security and the taxman will be served, then the salaried workers, and only thereafter, and only if there's some money left, the creditors. This is a standardized procedure and you can be sure that attorney's fees and procedure costs will disappear in the same big black hole as your invoices.
A better idea: in some countries, if the owner of the agency can be held personally liable for the debts of his company, a group of debtors can ask the authorities for an intermediate procedure in which he will be supervised by an official third party and bank account is under control, so that a medium-term solution can be found. Ask legal advice in that country or State.
