How to charge for freestyle composition

Example job: Client has requested some documents from abroad, and they arrive with a covering letter, all of which I have been asked to translate. On a couple of occasions, the client has also asked me to compose a reply to the covering letter.

I have done this and charged it as the same rate (per word) as I did for the translation.

Does anyone have any comments on this? whether I should charge more or less for freestyle composition in a target language. This is effectively the same as if they had composed the letter in English first and then asked me to translate it for them, only I choose what the letter says.
