I live in the UK and here is the VAT optional so I never include any in my invoices. I would like to know how it is in the other European countries.

Do you have to add the VAT in all your invoices and in which case how much %?

In all countries of the EU it is the same:
You have to include local VAT for customers in your own country.
For customers in other EU countries, you have to add the text 'reverse charge' on your invoice and declare the sums as intra-communitary delivery with your tax office. But you don't actually charge VAT.
For customers outside the EU, you don't charge VAT.

Jan is almost right if you are VAT registered.

If you are VAT registered:
1. You have to charge VAT if the customer is in your country.
2. You also have to charge VAT if the customer is within the EC and they do not have a valid VAT number (you can check it on Vies)
3. You do not charge VAT for customers with a valid EC VAT number, apart from those in your home country.
4. No VAT for customer outside the EC.

If you are not VAT registered, you cannot charge VAT at all.
