A question regarding payment via Moneybookers.com - legal in Vietnam?

Ladies and Gentlemen:

A client told me "It is illegal to use Moneybookers to make payments from a USD bank
account in Vietnam. We can receive money, but we cannot pay through
Moneybookers".

What does it mean? Why?! or Is this business news reliable?

There's nothing in the Moneybooker website barring outgoing transfers. And it seems that other users have no problems with Moneybookers in Vietnam:

Maybe you can send a private message to Phong Lee in the thread above and ask her to verify?

If there is a law, your client should be able to tell you the paragraph of that law. To me it sounds like a bogus reason to delay your payment.
