A development context with 2 different understandings - Which one is better?!

Ladies and Gentlemen:

When it comes to a development context, there seems to be two groups of people with different tendencies in learning more on various subject matters. One group has learnt for a sustainable management of something, for instance, another has done for an appropriate design and management for a sustainable use of something.

I am wondering which one is better as I am being doubtful of the overall objective of the second one is more reseasonable and better. Can anyone having experiences and/or knowledge share and recommend it as well?

Great you are able to speak Khmer and that this has drawn your attention as well and thanks for your interests and questions regarding such issues. Less or more I think it is related to both of them as a sustainable development is really needed.

However, I wanted to know which is the best (or better - up to you) for learning between a sustainable management of something and an appropriate design and management of something.
