Outlook 2003 can not read Arabic character

Friend of mine has got 2003 server , at work he is using outlook 2003 as mail client to exchange server , he was not able to read the mail (character unreadable) that he is receiving in Arabic character .He asked me to check that , I could not figure out where is the problem

Arabic language was chosen in "Regional Settings"
