If you have installed OmegaT, you can find the HTML files that comprise the User Manual somewhere on your computer. On my computer, they are in the location (remove superfluous spaces):
C : \\ P r o g r a m F i l e s \\ O m e g a T \\ d o c s \\ e n \\
Or, you can download a non-installable version of OmegaT -- it should contain the User Manual in the zip file as separate HTML files.
