I don't spend much time preparing quotes. My current clients know my rates, so there is no need to prepare quotes for every project.
When certain projects need to be charged differently, I just say I'll have to charge XY instead of X due to reasons A, B and C. They usually agree or do their best to extend the deadline or mitigate whatever difficulties are forcing me to apply a surcharge.
