"A pervasive structural feature of globalization is that flows of information tend to occur predominantly in one direction - from the rich countries of the "core" to the "periphery" of poorer countries in the East and South. Although South-South or East-East exchange of knowledge may often be of far greater social and intellectual value, economic and infrastructural factors make such exchange difficult. This is most obvious in the mass media, but it is also the case in book publishing. At the same time, the EU enlargement process brings along new divisions within Eastern Europe by which the "neighbour", if not anymore a focus of nationalistic fury, is seen as just another competitor in the EU-accession "race". East Translates East program will seek to counterweigh these processes by supporting dialogue and publishing exchange between those countries."
