Cyrillic comes out as gibberish in message sent via member's profile page

I sent a message to Eugene Vaynshteyn today via his profile page, partly in Russian (Cyrillic). This part came out as gibberish. He told me this and I sent it to him direct with no trouble.

To be more specific, this [view in Cyrillic (Windows)]:

So the only things that came out correctly were the years.
