This would seem to be a bug, anyway:

The asker has directed this question specifically to ProZ.com members who:
... work in this pair (Your profile shows that you do.)
Although you do not meet the criteria, you may suggest a translation if you like.

Or "ProZ.com members whose native language is..., etc.

So if my profile shows that I do meet the criteria, then why is it saying I don't?

It's just a curiosity, it does not keep me from answering, but I do think that consistency is in order.
