GMT +100 ???

While using the Profile Updater I was asked to check my time offset. The current choice was "GMT +100". What would that be? 100 minutes? Or 100 hours?

I seem to remember that the time offset format for e-mail looks something like"+0100" (as in +01 hours and +00 minutes"), but I've not seen "+100" before -- which is anything but "user-friendly".
