403 error when trying to reach page

Hello,

I just uploaded a new set of files to my Proz.com hosting. However, whenever I try to reach the site, I get the following error:

"You don't have permission to access /index.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request. "

I put all the files into the public_html folder, furthermore the index.php mentioned above is chmod 777. I don't see why I should not be able to access it. (BTW, I removed the old files, but left the cgi-bin and scgi-bin folder untouched.)

I don't have an idea what the 404 error means here.

Any idea what I did wrong? The previous site was perfectly accessible.

Addendum Apr 10, 2005

I just had a look at my error log through cPanel and found the following error message to appear:

Options ExecCGI is off in this directory: /home/[mylogin]/public_html/index.php

Maybe this is of any help; I couldn't make sense of this error message.
