Maybe he/she is a new member (given the number of answers asked/answered) and just don't know how it works if he/she wants to make some additional comments on any answer.

It's not right to peer grade our own question, but it's possible if you don't know very well how it works. I remember that when I became a proz member, I didn't know how to make comments to some answers or ask something to an answerer, and I only found it out later on, so I didn't do them at the beginning.
