Updating the TM for footnotes

Seeing another thread on footnotes reminded me of this longstanding question I have on footnotes. When a file containing footnotes is cleaned, the translated text of the footnote itself seems to be discarded when the TM is updated. Instead, footnote translations are replaced by the tag {REF}.

Due to the above behavior, I tend to translate names of laws inline rather than as footnotes, even though footnotes are clearly preferable for the end reader.

Is there any way to retain the translation of the footnote in the relevant segment at the point of occurrence?

Hi Anil,
Word documents containing cross references and bookmarks (such as TOC, index or footnotes) are quite vulnerable. So I always use TagEditor: that's the safest way of translating Word files with bookmarks, X-references and heavy formatting.
