Bug with Freelance 7 Tageditor? (conditionals not working for me)

It seems that having a self closing tag will make TagEditor not properly apply a conditional search. Anyone else seen this, fixed it, or know more?

So I've been trying to prep a file to send out to translators. We use freelance 2007 for this to ensure compatibility to our translators (silly, I know) and I have having the most annoying bug, I think. However, I am using 7.0.0.615 (and am not currently authorized to preform any installations on this machine) and I think that it is possible that an update has come out that addresses this problem. I have not seen any comment of this bug though, so I don't know for sure.

In my tag settings file, I am use the DITA settings file as comes with a trados install and have tailored it to this client. I have followed convention set forth from the <p> element since it is easy to test with.

Here's the 2 elements for <p>:
------------------------
name | Type | translatable attributes | conditions | other
p | External | NONE | translate="no" | NOT TRANSLATABLE (Protected content)
p | External | rev | NONE | NONE
------------------------
Here is my text that works:
<p rev="Hello">What is this text</p>
<p rev="Hello" translate="no">Why so special</p>

What can be translated:
Line 1: Hello from "rev" and "What is this text"
Line 2: Nothing.

Here's my problem text (assume everything in settings file is the same):
<p rev="Hello" />
<p rev="Hello2" translate="no" />

What can be translated:
Line 1: Hello
Line 2: Hello2

Obviously, self terminating <p> isn't found very often, but it still does this same thing regardless of tag, especially ones such as <img> where it is always self terminating. Does anyone know of a way to get this conditional searching to work with self terminating tags? I have not been able to...

If you are testing it on your machine: When I did different elements than <p>, I made it so everything was functionally the same, ie: protected content, condition, a translatable attribute in the element tag, etc.
