Why Trados automatically break the sentence from the open quotation mark?

Whenever a sentence starts with a quotation mark, Trados automatically break the sentence from the open quotation mark.

For example:

Original English
“Home” setting is the best TV settings to use the TV in the home.
Original Target
Щоб установити оптимальні параметри для використання телевізора вдома, виберіть «Home».

In Tag editor English
"
Home” setting is the best TV settings to use the TV in the home.

After converted into Indesgin file
"Щоб установити оптимальні параметри для використання телевізора вдома, виберіть «Home».

Mean the left open quotation mark break from the sentence in Tag editor. After we convert back into indesgin file, the break open quotation mark remain in it.

Anyone could help on this?

Looks like a problem with the original file Jan 8, 2010

This is not usual Trados behaviour, so there might be some problem with the formatting of this quotation mark. Or ist it separated by a space? Or maybe created from a double comma set to upper index?
In any case this is nothing Trados specific.
