As Andrei said, TagEditor is not part of Studio 2009. However, you can translate TagEditor files (ttx extension) in Studio 2009. In order to make your translated ttx files more compatible with TagEditor, go to Tools > Options > File Types > TRADOStag > Compatibility. There, you should check the "Treat all inline tags as placeholders (disable smart tag pairing)" checkbox.
This is useful when your clients send ttx files but you would like to translate them in Studio 2009 to take advantage of Studio's functionality. When you are done translating, just run the Finalize batch task and send the generated files (bilingual) to your client.
