Trados 2007 Toolbar not working in Word 2007

I just got a new computer with Windows 7 and Office 2007. I was advised not to use Trados Studio 2009, but rather to install both Trados 2007 and 2009 on my computer, and then work with 2007.

I have managed to add the SDL Trados toolbar into Word and have added the commands to the Quick Access toolbar for ease of use. In order to do this, I copied the TRADOS8.dotm file into the folder located at C:\Program Files (x86)\Microsoft Office\Office12\STARTUP (more or less following the instructions found here:

I have gotten the toolbar to "stick" - at first, it went away every time I closed Word, but now it stays. However, the commands are not working - when I click on them, nothing happens. When I hover over the button, the description (of what that button does) also does not show like it usually does.

Can anyone tell me what the problem is and how to solve it?
