Keyboard shortcut for placeable insertion is not working

Hello, everybody. This is the problem I have with Trados WB 7.1 and Word 2003: Alt+ Ctr + arrows do not work to insert placeables.

I tried to reinstall WB but to no effect. Most strange is that this feature works fine on my other machine.

I'll be gratefull for any advice you could give.
