I created a new .INI file following the wizard steps:

1.- Import all tag definitions from the file to be translated, and applied them all.
2.- Define as the root element, external tag type
3.- Convert entities in XML default

And the result is that the text is "locked" inside the tags. I only need to translate the styles description (e.g. "desc="Black looks ghastly on a bride!")

What am I doing wrong?

Thank you, Jerzy, I am sending it right away.

The secret seems to be tag attributes Jul 17, 2010

What you've done was completely right.
The only thing is, that your customer did not instruct you to open some tag attributes fortranslation.
In a nutshell: in tag settings file you have defined the tags for the xml file. Now you need to go to properties of this tag settings file, chose the tags one by one (they are called elements there) and via properties make attributes translatable. That should do the trick.
