The instruction manual says that all I need to do to add a target language after installation (and initial language selection) is to select File: Setup in Workbench, but Setup is grayed-out. Any ideas?

No, that's the problem. I have a TM into UK English, but for some reason I didn't add UK as a language I work in when I installed this way back.
