There is a special chapter dedicated to how it's done in the documentation that comes with Trados 2009 - the document is called the "SDL Trados Studio 2009 Migration Guide" and the chapter is called "TTX compatibility with SDL Trados Studio". You should be able to find this document in the documentation folder that is stored with the Trados 2009 application and other files, etc.
I translate Tag Editor files in Studio 2009 every week, following the instructions in that documentation and haven't had any problems.
