PDF is not and was never supported as file type in TagEditor
Feb 7, 2012
You could open it in Studio 2009/2011, but the best way is to use a decent PDF converter, extract only plain text from there, then format the text manually and translate such file. Any attempt to convert PDF including all formatting will lead to more or less tag overloaded file in any CAT tool.
