I have a customer that is insisting that all fc tags in each Japanese segment in a FrameMaker translation on TagEditor be placed in the English segment as well, even though most of them are meaningless. They say that this is the industry standard.

I have a customer that is insisting that all fc tags in each Japanese segment in a FrameMaker translation on TagEditor be placed in the English segment as well, even though most of them are meaningless. They say that this is the industry standard.
Because I am translating from Japanese to English, there are a mountain of fc tags in a lot of the Japanese segments, mostly for changes between 2-byte and 4-byte characters, but many that appear meaningless in the Japanese as well. Including them will slow down translation immensely, there are often no corresponding places for the tags in the English segments, and they are bound to increase the chance of errors.

I ask the customer to compensate me additionally for any substantial amounts of tag handling, because that's actually DTP/localization work not included in the translation wage as such.
And if the customer thinks they can find someone else to do this sort of slavery for a pittance, then that's just my tough luck.
