Is "Shrink segment" helpful when there's character length specified ?

I'm using Trados 2007,

I'm working on TagEditor now (English to Arabic), and the client requires a 60 character limit for a segment, well, some segments are really long! they can't be minimized anymore! , can the "shrink function" benefit me in this regard??
