Yes, “instruÃ§Ãµes for instruções” is consistent with UTF-8 strings being misinterpreted as ISO-8859-1 (or more likely ISO-8859-15 since the euro is probably expected to appear somewhere).
So assuming that Turian actually ran the PHP code (as opposed to just trying to open it in a text editor to check) changing the character set to ISO-8859-1 (or rather 15) is probably the correct thing to do, though in this day and age the more correct thing is more likely to make sure the PHP file uses UTF-8. The only person who will know what is really the correct thing to do is probably the client.
