Preventing Studio 2011 from inserting 99% matches during pre-translation

When I pre-translate a project in Studio 2011, Studio will sometimes insert 99% matches into translation. Those are often the matches, which are different from the ones in the TM in minor things such as tags.

I don't want this to happen. How can I prevent this from happening?

In the Batch Processing Settings if the project, I have set up the following settings:
All Language Pairs — Batch Processing — Pre-translate Files — Minimum match value: 100
My Language Pair — Batch Processing — Pre-translate Files — Minimum match value: 100
