It's a bit hard to understand your question, because if you have segment stored in your translation memory (TM), and then you get a source language segment that is similar but not identical, then the first segment will come up as a fuzzy match and you would translate the 2nd one making changes as necessary.
If your question is more about terminology than TMs, then the answer would be to create a termbase and add the term that you define as "permanent".
Just to clarify, translation memories store whole sentences, and termbases store individual words or terms (that can consist of a few words).
