I suppose you use Multiterm Administrator.
In this case, you're trying to create a server termbase, so your access rights are indeed insufficient (I assume the university network is administered properly).
You should use Multiterm Desktop instead and create a local termbase.
If you use Multiterm Desktop, something is broken or configured improperly.
Of course, I assume you have rights to write in the folder where you want to create the termbase.
Try to put it on the desktop or in your personal folder, it should be possible.
Please, no download managers...
