If, for example, you're translating an XML file in Studio instead of in TagEditor and need to use the ini to create the correct parser rules then you must upgrade the ini to a Studio filetype. This article may help:

But if you have been given a TTX and the ini then you don't need the ini at all to translate the TTX, or to save the TTX when you are done. The ini would only be needed if you had to convert the TTX to the original XML.

What are you trying to do that requires the ini?
