Try Clipboard at Store Oct 30, 2015

Store has a free Windows app called Clipboard, which is supposed to do what you want. I guess Microsoft has removed the clipboard from Windows 8 and later, since I cannot find it installed.

In Windows 8 and 8.1: Open the Store app from the Start screen. Search for Clipboard, and choose the result Clipboard. Then you should be able to download the app. But again, as others have mentioned, there are other 3rd party clipboard apps too, which of course may be even better.
