Trados Studio 2011: problem when saving Tradostag format

When a TradosTag (TTX) document saved as target in SDL Trados Studio is opened by the agency, all originally blocked strings (perfect matches, etc.) appear unblocked. Someboy knows how to solve this so that they can see them unlocked too?
