Trados 2015: how to create SDLXLIFF file without target language

The SDLXLIFF files that I get from clients usually (always?) have the target language already defined, but I just got an SDLXLIFF file for which, when I opened it in Trados, asked me to select the target language manually. The SDLXLIFF file does not specify the target language <file ... > tag.
How does one generate such a file, i.e. one in which the target language is not defined?
