Pre-translate doesn't populate all 100% matches

Dear all,

I am encountering exactly the same problem as stated here:
https://community.sdl.com/solutions/language/translationproductivity/f/90/t/6925#pi6614=1&pi6614filter=answers&pi6614scroll=true

When I open the file in Editor view, some of the segments ARE pre-translated (I only want 100% matches or Context Matches). I click on a segment that is NOT pre-translated, it auto-populates with a 100% translation from the TM. I am using only 1 TM, there are no multiple translations for this particular segment.

How is this possible and how can I solve this?

Thanks!
